Overview

Emily J. Tranter joined the Lockridge Grindal Nauen Federal Relations Group in 2007 and has focused on representing clients in the areas of infrastructure/transportation development, aviation, environmental policy, energy research, and public safety/criminal justice. Ms. Tranter is frequently called on to advise and brief Members of Congress and committees on critical public policy initiatives and to provide analysis into complicated issues impacting airport development projects. She serves as primary liaison to federal policy makers on a number of high priority infrastructure development programs, including the multibillion dollar FAA remake of U.S. Airspace – the “NextGen” program.

Ms. Tranter offers the firm’s public sector and non-profit clients critical insight into the often confusing and highly complicated congressional appropriations process – from concept development to congressional testimony and legislative advocacy. She is particularly helpful to those clients interested in securing special federal designations and funding for high priority local initiatives. Ms. Tranter focuses on the annual congressional budget/appropriations process, identifies grant opportunities, and supports clients’ interests in the transportation, infrastructure, and economic development arena.

Prior to joining the firm, Ms. Tranter worked on the policy staff of United States Senator Mark Dayton. In her Senate role, Ms. Tranter specialized in coordinating federal funding and infrastructure investment requests from cities, counties, nonprofits, and law enforcement agencies across the state. Her legislative focus was on transportation and economic development issues, aviation policy, environmental mitigation, and disaster relief.

Ms. Tranter, a native of Saint Paul, Minnesota, is a graduate of Hamilton College in Clinton, New York, with a bachelor’s degree in political science and resides with her family in suburban Maryland.
