Vince M. Spinner brings an extensive portfolio of legislative advocacy and political engagement to the Lockridge Grindal Nauen Federal Relations Group. Mr. Spinner works on a wide variety of issues including the federal budget and appropriations processes, transportation and infrastructure funding, aviation policy, Indian Affairs and health and human services issues. In his role, Mr. Spinner has focused on representing clients in the public sector in the areas of infrastructure and transportation development, health care and human services, and public safety and criminal justice. Additionally, Mr. Spinner assists the team in issue monitoring, legislative research and analysis, message development, and outreach. Mr. Spinner supports clients by researching legislation key to client priorities to help provide real time updates on legislative activity with an eye toward identifying both challenges and opportunities for firm clients. He also assists in coordinating clients’ congressional and administration meetings and provides materials and logistical support for clients’ outreach and visits.
Mr. Spinner regularly writes policy-focused articles for publication in Lockridge Grindal Nauen’s widely circulated client newsletters. In addition to the day-to-day operations, Mr. Spinner also oversees the office’s intern program in Washington D.C., from recruiting to selecting and managing the firm’s interns. He applies his knowledge of the political landscape to accomplish legislative goals and achieve best outcomes for the federal team and its clients.
As a former staff member in both federal and state offices, Mr. Spinner brings both legislative and communications experience to the Federal Relations Group. Before joining the firm, Mr. Spinner gained federal legislative experience working for Virginia Congressman Scott Rigell in the United States House of Representatives. Mr. Spinner also previously worked in the communications division at both the Minnesota State Capitol with the Minnesota Senate Republican Caucus and with the Minnesota Republican Party. In these roles, he crafted memoranda and talking points, drafted constituent response letters, and tracked and analyzed legislation impacting constituents. Mr. Spinner has also served on various political campaigns in Minnesota and Michigan. Mr. Spinner leverages these experiences to assist firm clients in Washington D.C. navigate congressional policy making as well as appropriations, regulatory matters, and political strategy.
Mr. Spinner graduated from Carleton College in Northfield, Minnesota with a Bachelor of Arts degree in Economics, where he was founder and President of the College Republicans. He is a Minnesota native – having grown up in Caledonia and currently resides in Arlington, Virginia.
